General purpose:
The Council shall appoint a City Manager/Safety Director who shall be the Chief Administrative and Executive Officer of the Municipality. Performs high level executive, administrative, technical and complex professional work in directing and supervising the administration of city government and public safety activities as prescribed by the Charter, ordinances or rules of the City, or, when applicable, the general Laws of Ohio.
Supervision received:
Works under the broad policy guidance of City Council.
Supervision exercised:
Exercises supervision over all municipal employees including Police and Fire personnel, either directly or through subordinate supervisors or Chiefs.
Essential duties and responsibilities:
Manages and supervises all departments, agencies and offices of the City to achieve goals within available resources; plans and organizes work loads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Provides leadership and direction in the development of short and long range plans including modern fire fighting and police services; gathers, interprets and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed.
Provides professional advice to City Council and Department/Division Heads; makes presentations to Council, boards, commissions, civic groups and the general public.
Attends all meetings of council and meetings which attendance may be required by Council, with the right to participate in discussion and bring matters to the attention of Council, but without the right to vote.
Recommend any legislation for adoption by Council, or recommend the repeal of obsolete legislation.
Coordinates the administrative activities of the public safety departments with other departments of the City, and with outside law enforcement and fire protection agencies.
Enforces all police, fire, safety, health and sanitary regulations that may be prescribed by ordinance or rules of the City, or, when applicable, the General Laws of Ohio.
Communicates official plans, policies and procedures to staff and the general public.
Assures that assigned areas of responsibility are performed within the budget; performs cost control activities; monitors revenues and expenditures in assigned area to assure sound fiscal control; prepares annual budget requests; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time; prepare and submit annually to Council a complete report of the financial administrative activities of the City for the preceding year.
Assists in determining work procedures, work schedules and workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.
Prepares and submits to Council, after receiving estimates made by the Directors and Chiefs of the Departments/Divisions, the annual budget and prepare the annual budget to be adopted by Council as required by law; and represents the City at all hearings on the budget adopted by Council.
Advises the City Council monthly of financial conditions and current and future City needs.
Prepares a variety of studies, reports and related information for Council’s decision-making purposes.
Appoints and removes all department heads, officers and employees of the City, except members of Council and Council Clerk.
Sees that all laws and ordinances are faithfully performed.
Addresses the community on public safety concerns and studies.
Prepares and submits annually to Council a complete report of the financial and administrative activities of the City for the preceding year.
Supervises the purchasing of all Departments/Divisions of the City.
Issues written and oral instructions; assigns duties and examines work for exactness, neatness and conformance to policies and procedures.
Maintains harmony among workers and resolves grievances; performs or assists subordinates in performing duties; adjusts errors and complaints.
Resolves complex and sensitive customer service issues, either personally, by telephone or in writing. Responds to local citizens inquiring about administrative safety and health regulations and ordinances; resolves complex disputes as required.
Shall be a liaison, and responsible for public relations between the City and other political units and other organizations interested in the welfare and growth of the City, and all media contacts of the City.
Perform all other duties prescribed for this position in the Charter or by City Council and in the performance thereof may delegate to subordinate officers and employees of the Municipality any of these duties.
Negotiate labor contracts as well as other contracts for the City.
Peripheral duties:
The employee shall perform such other duties consistent with the office as may be required by the City Charter or by ordinance of City Council.
Qualifications:
Education and experience:
The City Manager/Safety Director shall be chosen by City Council on the basis of professional and executive qualifications which shall include:
1. Masters degree in a pertinent field from an accredited institution of higher learning and
a. Experience as a City Manager, or
b. A minimum of two (2) years experience as an Assistant City Manager, or
c. Ten (10) years in other senior municipal managerial positions.Necessary knowledge, skills and abilities:
Considerable knowledge of modern policies and practices of public administration and public safety including police and fire fighting administration; working knowledge of municipal finances, human resources, public works, public safety and community and economic development; and familiarity with financing alternatives of public works projects.
Skill in preparing and administering municipal budgets; skill in planning, directing and administering municipal programs; skill in operating the listed tools and equipment.
Ability to prepare and analyze comprehensive reports; ability to carry out assigned projects to their completion; Ability to communicate effectively verbally and in writing; Ability to establish and maintain effective working relationships with employees, city officials and the public; Ability to efficiently and effectively administer a municipal government.
Ability to supervise personnel engaged in a variety of different and separate tasks; Ability to investigate problems in a straight forward, logical manner; Ability to draw reasonable conclusions from sets of facts and present these conclusions as supporting data in clear, concise written reports.
Special requirements:
Must be a resident of the City of Brunswick. The City Manager/Safety Director need not be a resident of the municipality at the time of appointment, but shall within a reasonable time after appointment, establish and maintain residence in the municipality.
Must possess a valid State of Ohio driver’s license.
Must be bondable.
Tools and equipment used:
Requires frequent use of personal computer and software; calculator, telephone, cell phone, copy machine, fax machine and radio.

The noise level in the work environment is usually moderately quiet. Frequently, work is done at the City Hall location, or where required to go and requires travel to these sites. The position may also require travel for the purpose of attending training workshops.
On call 24/7. Evening, weekend and holiday work required.
Selection guidelines:
The City Manager shall be appointed by Council, a minimum of five (5) votes being necessary for his/her appointment. His/her tenure shall be indefinite, but shall continue only at the pleasure of Council.
